PRE-QUALIFICATION FOR THE RENOVATION OF REGIONAL OFFICE AT AGIDINGBI; LAGOS.

 

1. INTRODUCTION:

The Federal Inland Revenue Service (FIRS), has made budgetary provision in the 2018 FIRS Budget for the execution of various projects in 2018 Procurement year. The Service wishes to invite existing and prospective contractors, suppliers and Service providers to submit (PRE-QUALIFICATION DOCUMENTS) for the RENOVATION OF FIRS REGIONAL OFFICE AT AGIDINGBI; LAGOS.

2. ELIGIBILITY REQUIREMENTS:

Interested reputable contractors must have necessary competences and possess the following:

a. Verifiable Certificate of the Company’s Registration/Incorporation verifiable from Corporate Affairs Commission (CAC).
b. Company’s Current (2018)Tax Clearance Certificate issued by the proper authority.
c. Compliance Certificate in line with the provisions of the Pension ACT 2004 as amended.
d. Compliance Certificate in line with the Industrial Training Fund (ITF) Act 2011.
e. Evidence of registration on the National Data Base of Consultant/Service Providers with BPP.
f. Company profile accompanied with a signed transmittal letter on company’s letter headed paper bearing company’s RC number, phone number, functional email address, official company address, names and nationalities of the directors of the company.

3. OTHER REQUIREMENTS:

a. Evidence of execution of renovation project not less than N300Million withinthe last three (3) years (attach award letters and completion certificates).
b. List of equipment to be used for the project.

c. List of key personnel to be used for the project.

  • Architect registered with ARCON
  • Builder registered with CORBON
  • Mechanical Engineer registered with COREN.
  • Electrical Engineer registered with COREN
  • Structural Engineer registered with COREN.
  • Quantity Surveyor registered with QSRBN.

d. Proposed programme of works prepared with MS Project
e. Proof of access to funding of not less than N50million which can be used for the initial funding of the project or letter from a credible bank.
f. Average turn over as reflected on the Tax clearance certificate not less than N100 Million.
g. Bid security of 2.5% of the tender sum from a bank
h. Sworn affidavit disclosing whether or not any officer of FIRS or BPP is a former or present director, shareholder or has any pecuniary interest in the company/ firm and confirming that all information provided are correct in all particulars.
i. Sworn affidavit disclosing whether or not any of the directors/ staff of the company has been involved in and or convicted of any financial fraud or crime in Nigeria or anywhere else.
j. Sworn affidavit disclosing that the company is NOT in Receivership, blacklisted or defaulted in any contract delivery.

4. NOT ELIGIBLE:

All Contractors who have defaulted on previous contract (s) awarded to them by Government.

5. SUBMISSION OF PREQUALIFICATION DOCUMENTS:

Interested and reputable companies are required to submit PRE-QUALIFICATION DOCUMENT in a sealed envelope and marked “PREQUALIFICATION DOCUMENTS FOR THE RENOVATION OF FIRS REGIONAL OFFICE AT AGIDINGBI; LAGOS” indicating the name & address of the company and addressed to:
The Director, Procurement Department,
Support Services Group,
Federal Inland Revenue Service,
Revenue House, Annex 3 Building (Room 03),
No.14 Sokode Crescent, Off Michael Okpara Street, Wuse Zone 5, Abuja.

The envelopes must be registered with the designated officer in charge at the office of the Director Procurement Department and thereafter dropped in the tender box provided for the purpose on or before 12.00 noon, 27th August, 2018.

6. CLOSING DATE AND TIME FOR SUBMISSION OF TENDER DOCUMENTS:

Prequalification documents in response to this advertisement must be submitted HAND DELIVERED on or before 12.00 noon on 27th August, 2018. Any document received after the date and time specified shall be rejected and returned unopened.

7. OPENING OF TENDER DOCUMENTS:

Prequalification document shall be opened immediately after the close of submission from 12.00 noon, on 27th August, 2018. at the Procurement Department, FIRS Headquarters, Annex 3, No. 14 Sokode Crescent, Wuse Zone 5, Abuja. Bidders or their representatives, accredited Civil Society Organizations (CSO) and the general public who choose to witness the opening may do so.

8. NOTES:

Submission of documents does not commit FIRS to awarding contracts to a tenderer.
The Federal Inland Revenue Service reserves the right to verify claims made by any contractor, suppliers or service providers.
Tendering false documents shall lead to exclusion from the Tendering/Evaluation process and reported to the relevant authority.
Please ensure your company/Firm comply with the Ag. President Executive Order of 18th May 2017 with respect to local content in all Public Procurement in Nigeria.
