RE: INVITATION TO TENDER
INTRODUCTION
The attention of all interested bidders is drawn to the addendum in paragraph 2.XI below and to our earlier advertisement in the Punch and Daily Trust newspaper of Thursday 14 January 2010 and the Federal Tenders Journal which invited prospective service providers to bid for IT System Security Audit of its e-Tax Services system and other mission critical IT Systems. The advertisement together with the addendum mentioned above is hereby reproduced
2 ELIGIBILITY TO PARTICIPATE
Interested reputable Service providers must have necessary competence and possess the following:-
I. Certificate of the Company's Registration/Incorporation verifiable from corporate Affairs Commission
II. Company's Current Tax Clearance Certificate issued by the proper authority;
III VAT Registration Certificate;
IV Tax Payers Identification Number (TIN)
V. Company profile reflecting executive capacity;
VI. Evidence from the company's bankers as to its financial capacity to undertake the project if awarded. Prospective Service providers shall be required to demonstrate that they are financially capable to provide the service.
VII. A sworn statement that the company is not in receivership
VIII. Sworn affidavit disclosing clearly if any of the officers (or related persons) of the Federal Inland Revenue Service (FIRS) or Bureau for Public Procurement is a former or present Director of the company and that the company does not have any Director who has been convicted in any country for any criminal offence relating to fraud or financial impropriety.
IX. Verifiable documentary evidence of similar and other jobs successfully executed within the last three years. Such evidence shall be in form of valid and verifiable letters of award of contract, contract agreement and completion certificates or Interim Payment Certificates where such service(s) is/are still in progress. Turnover figures reflected on the Tax Clearance Certificate of any prospect are expected to reflect the level of business done.
X A sworn affidavit that the company is not a replacement for a hitherto tax defaulting company.
XI. Submit evidence of having fulfilled all obligations
3. TENDER REQUIREMENTS:
Interested firms are required to collect detailed Request for Proposals (RFP) from Room 123 Revenue House Federal Inland Revenue Service, 15 Sokode Crescent Wuse Zone 5, Abuja, subject to the provision of evidence of payment of N10,000,000 (Ten thousand naira only) non-refundable tender fee to the FIRS Central Pay Office (CPO), Revenue House.
4. SUBMISSION OF TENDERS
Service providers are hereby informed that the closing date for submission of tenders earlier published has been extended by two weeks from the date of this publication, but still at 12 noon prompt on the new date.
All tenders must be sealed, clearly marked as indicated in the RFP, registered, and submitted to the address below: be submitted in sealed e(s) and addressed to

Submission of bids closes at 12.00 noon, 14th April, 2010.

i. This advertisement reflects the addenda to our earlier advertisement in the Punch, Daily Trust of Thursday January 14 2010, the Federal Tender Journal and other national newspapers as show in 2 VI, 2IX and 2 XI above.
ii. Tender fees paid by prospective service providers in response to the first advertisement are still valid.
